AB 251 Returns: Renewed Hope for Elder Abuse Victims in California

California's AB 251—a bill aimed at increasing access to justice for elderly and dependent adults abused or neglected in nursing homes—has been amended and reintroduced in the 2025–2026 legislative session after failing to pass previously.
This important bill would discourage nursing homes from destroying or concealing evidence in civil abuse cases and empower families to hold negligent facilities accountable.
