California SB 434: Why RCFE Eviction Protections Still Matter

California SB 434 aimed to strengthen protections against improper “lock-out” or refusal-of-entry situations in Residential Care Facilities for the Elderly (RCFEs). The bill did not pass—but the issue it addressed remains very real.
When a resident is denied re-entry or pushed out without adequate planning, the harm is often immediate—from disruption in care to medication lapses to transfer trauma. For medically fragile seniors, even a short gap in care can have serious consequences. Although SB 434 failed, families should stay alert to discharge and access issues—and ask clear questions about facility policies before problems arise.
