Will the “Improving Seniors Timely Access to Care Act” Finally Unclog the Delays in Elder Care?

Delays in medical approvals cost seniors precious time—and sometimes their health and their lives. The Improving Seniors' Timely Access to Care Act of 2025 (H.R. 3514 / S. 1816) aims to streamline prior authorization in Medicare Advantage, so that older adults receive care more quickly.


For attorneys, this bill has two key implications:

  • Long-term care facilities could see fewer denials or coverage gaps when patients move between acute and skilled nursing settings.
  • Litigation risk may increase if insurers fail to follow streamlined standards, opening new grounds for delay-of-care claims.


This legislation is still in committee review, but its framework signals where regulators are heading—which will be greater transparency, more automation, and higher accountability across the care-approval process.
